Must be a possum or skunk or similar critter that likes rotten stuff.

If the bones are pretty much still together I would say a bird of prey like a great horn owl if scattered about could be any number of critters

Not many people will go into the basement of an old building to investigate the smell of death

My bet is a Great Horned Owl. Cats are a staple in their diet, and they usually don't eat / digest large bones. They have TREMENDOUS power in their feet, and a huge wing loading to be able to carry large critters. They hang out in barns, and it wouldn't surprise me that this is what you have. Maybe look around for some "castings", which are little oblong balls about 2 or 3 inches long made up of fur and small bones. They are spit up after the bird of prey digests whatever critter it ate, usually the next morning. It's a normal part of their digestive system, and is a sure sign of an owl in a barn. If there are itty bitty bones in the casting, like mouse size bones, it is certainly an owl. All other birds of prey will digest mouse bones. Owls don't for some reason.

i have a momma skunk who has a litter under my garage every year. she only comes here for that purpose, and leaves as soon as the young ones are able...

she always drags carcasses up near where she is denning. big or little. biggest i saw that she moved was a good sized skinned out coon. still a feat for a skunk.

as mentioned, foxes do this as well

I'd say skunk. Had one drag 2 beaver carcasses across my yard one night (60 yards) to a patch of stacked logs. I thought it was a badger. I set a foothold and caught the skunk that next night.
Then last fall I had 6 goose carcasses in the yard, woke up and went to throw them in the bush down the road and they were all gone!
Followed some feathers to that patch of logs. Set a foothold there again and caught another skunk. Ticked me off cause I had to move the dang logs around in order to grab all the carcasses. Not fun putting your hands in holes reaching for guts not knowing if there's another animal down there! Lol

If it was a owl you would think the heads would be gone from the critters!

Sure a trapper dint throw carcasses there and then something dint pick them clean? Ravens, crows, eagles, turkey vultures all would eat. If a mammal ate they spread bones out, haul off pieces.

Should be owl pellets around if it's a owl (looks like a dried white turd but is a ball of hair and bones) that they cannot digest often found under a perch area where they feed.
