Unfortunately, if you brandish a gun while a humane officer is performing their duties, you are viewed as in the "WRONG" and are in deep trouble. Even if they enter your private property, the humane officer has the duty to inform, but after that you are in trouble if you resist. I'm not certain this applies to every state, but it does in most.

I don not believe there is such a thing as a "humane officer", maybe a dog catcher but a "humane officer"?

On Georgian Bay, Ontario Canad...
I had a golden retriever for a while. Hed climb out of his insulated doghouse at 30 below and the steam would roll off of him as he stretched. Lol.

This weekend my in laws lab husky cross always kept laying by the door while inside. Always seemed to want to be where it was cold...

I know of a breeder near here who keeps his german shorthairs penned outside all year. Has a blanket in the kennels. Dogs seem to do fine.

Most dogs are fine outside, but I wouldnt leave a non husky type outside without a good doghouse.

Some states have given authority to animal shelters and other AR types to go on private property and seize "Mistreated" animals.

Back in March of '67 we had a heck of a snowstorm. I don't remember the amount we ended up getting, but it was near 3 feet all in one storm. It was a windy deal too, so there were unbelievable drifts. One went from the peak of our roof clear to the ground....12-14 foot deep snowdrift.....my dogs house was against that wall. I was certain he'd suffocated, but my Pappy shoveled for what seemed like hours to extricate the mutt. When he'd finally cleared a path to the door flap of the doghouse, you could hear the dogs tail thumping away in there, but the dog refused to come out! He was warm as toast inside that buried doghouse, in fact, he was likely warmer before his house was dug out.

We had 10 + Hunting Dogs all the time I was a kid and they lived in insulated houses outside with lots of fresh straw, good tripe, other meat and dry dog food, water. and they did just fine. I can see some / one shelter doing that; however, I would hope it would be ruled illegal. In fact we were on the shores of Lake Huron in the tip of thumb and it was one of the windiest, coldest places - huge wind farms are built there today.
