I have a mink that I already stretched and dried. Can I still tan it after it’s already been dried?

Yep, when I tan them myself I always rehydrate them

Yes, rehydrate it in 1 gallon of water and 2 cups of salt. It will prob take 30-60 mins.

When I brain tan I don't rehydrate. Not sure if it's right but I want the hide to soak it up like a sponge and not already be saturated.

The first part of tanning (not brain tan) is to soak the hide in a salt and acid solution (pickling). It will rehydrate just fine in the pickle solution.
