We had to wear body armor and life vests at the same time in the Coast Guard when responding to any boat call, regardless of the nature of the call. HOT!

Here’s some info that will explain everything you need to know regarding soft body armor. I’m a level IIIA fan with a Level IV composite plate in a carrier

Back to the original question, which is the absolute best? This isn't the kind of purchase you want to shop the "best" price on.

I watched as a piece of 20 year old level 3a soft armor stopped everything thrown at it cold.

9 thru 44 and 12 gauge slugs.

If you are going to layer with soft armor, make sure it is dyneema and not kevlar based. As Dyneema is pretty much impervious to anything that nature can throw at it including UV, ozone etc.
