A guess would be some neurological problem. Could be an infection in the brain or something like that, but I'm just throwing out guesses based on how he's moving his head.

Rabbits can get what's called Head Tilt or Wry Neck, which can have any number of causes. This might not be that because with Wry Neck the rabbit's tilted head is typically stuck that way and doesn't move back and forth as in the video.

Wry neck used to raise rabbits and it surfaced every once in awhile.
