On the website coyotes are listed as “species not requiring nwco” and “species authorized by nwco”. So it’s kind of confusing. I would try asking this guy.

Species not requiring a NWCO permit:
The following species may be controlled without having a NWCO permit: armadillo, bats (except for certain endangered species) coyote, English (house) sparrow, European starling, feral pigeon, flying squirrel, gopher, porcupine, ground squirrel, moles, mice, rats, and amphibians (except for certain endangered or threatened species) feral swine and woodchuck.
I guess this answers my question lol

Yeah and the next paragraph has a lot of the same species including coyotes listed as species authorized by nwco. Leave it to Oklahoma to make the rules confusing.
