heavy blankin vise in the middle and a horn stretcher for PA. bucks on the bottom.or some sort of cable stretcher.one or the other.

Does that vise just anchor in concrete or is something missing? Nothing to fasten to a bench.

i envisioned it being used to streth the rod lines on the early oil wells.the vice has other parts,i'll look at one i have over in my shop

It is a Dillon wire fence stretcher that can also be used as a hoist. Probably 1890's or early 1900's.

This was from and ad in a 1906 edition of a farm catalogue.

Google images of post vise. You're missing the part that bolts to the bench. If you're not missing anything else I've seen new ones for sale on ebay. Or you could make one from plate steel.
