Have you tried disconnecting the pee line where it comes out of the engine? Often times I get a blockage right in the engine itself where it connects to the pee line, also sometimes it plugs up right were the pee line connects to the discharge orifice.
Just because you don't see it peeing doesn't mean the pump isn't working, it still might be cooling just fine. The pee line carries just a small portion of the cooling water being diverted to the pee line.

A piece of weedeater cord comes in handy . I keep it in all my boat`s running these swamp`s and shallow rivers works great for dislodging blockages .

Another vote for remove feeder line into the block and run it to see if it pumps. Tip I've used for years is to put weed eater line in the pee hole when not in use.
Don't do anything you don't want to explain to the paramedics. I do appreciate a good story tho.

Kidney stone in the pee tube.
If you ran it shallow or in muddy water, it can easily get clogged. When duck hunting in big marshes, it is common.
Like other brilliant guys, I carry a custom tool to repair this issue. A piece of electric fence wire about 8 inches long. That way there is enough to fold up and not lose.

Best thing to do is pull it out of the water and run it on a hose on earmuffs. If water is coming out the exhaust, you are good to go. The bulk of the cooling water goes out the wet exhaust and the telltale means nothing except an indication water is pumping. Certain motors used the telltale to cool small, very important parts of the engine, but not on an older 9.8.
Yes, remove the hose at the engine and if water comes out, there is crud in there somewhere.
