Are you opposed to a forced air propane heater? I use one in my shop and it works great.

Nowhere to put propane tank. And poor ventilation.

I like these heaters- oil heated with electric 3 setting thermostat ....can roll them anywhere- they don't pull lots of power like other electric heaters...and they are surprisingly cooler to the touch unless turned up all the way- which Ive found isn't needed in most cases. I used them in my coop to keep my chooks warm in winter.

I don't like noisy heaters and these are totally quiet.

They will warm that space but Man they use the electric. Got one for a "back" bedroom that always was colder than the rest of the house. The problem is that after it gets the area to temp the fan will kick on about every 2 minutes to "test" the air temp to see if the heating unit needs to kick in. My electric bill went up double.....

X2 a couple years ago I used 4 For a couple months to heat the house after the furnace went out and it added 80 dollars to the bill and none of them came on unless it was due to a drop in temp no testing at all

if your going to heat with electric , heating a mass makes the most sense.

heating air with electric you run full on there is no off time to your heating element

how well insulated is the space , if very isn't the answer that is step 1

next question all the time or just while you are working in it ?

my uncle did pex tubing in the floor of his shop , insulated it well and uses a standard 40 gallon electric hot water heater to heat the floor. he is pulling in cars , tractors , trucks , snowmobiles and such to work on them having a warm floor makes it comfortable to lay on but also when the door opens and all your hot air rushes out your not fighting to get it warm again ,the mass of the floor regulates the temperature ant it comes back to normal in a few minutes.

America only has one issue, we have a Responsibility crisis and everything else stems from it.

Look up Cadet Heaters, I've heard great things about them and they're relatively inexpensive, I plan on getting the wall mounted one that looks like a heater vent for my 12 x 24 shed but I want to insulate it first.
