In my opinion, that is a home made stretcher made from a box used to ship ammunition. It is a well made stretcher but I don't think it is factory.

Western Cartridge Company made and sold ammunition. It is still in business as part of Olin Arms. Here is a link to information about Western Cartridge.

Very well could have been made by them. Or for them. I recall as youngun seeing them at different times. They made a lot of different things over the years as advertisement. They most likely had them made with their name on the stuff.

Olin Brass is still here, as far as I know they are a division of Winchester arms/ammunition.

Approximately what are the dimensions of the stretcher? Most ammunition boxes were not very large due the weight of the ammo. In any case that's really a cool find!

most likely post 1960 that is when made in the USA became a law few things said where they were made prior to that
