If that's a serialized gun receiver, whoever makes the part for you needs to be a licensed gun manufacturer, or you need to be physically present and do all the actual work under someone's guidance. Stupid, but that's how it works. We its an air rifle reciver,,does it fall under the same rules ?

Would absolutely be possible, but probably pricier than you would think. If you could find somebody to draw that part in AutoCAD it could be easily machined from aluminum billet.
If you just need replaced and not concerned that it is plastic maybe find a nerd with a 3D printer?

I'm kind of surprised you haven't tried making one out of duct tape, Bondo, and scrap metal yet... But I think a lot of machine shop could do it for you. Manual or cnc, doesn't matter. CNC's main advantage is mass production, so for a one off part you'll be just as well off with a good manual machinist.

Stupid, but that's how it works. This is not 100% correct. It's a grey area. If someone helps you make a firearm receiver, even giving guidance, the ATF can say that you (the person giving guidance) was also the manufacturer. If they would decide to push that issue, be sure that you would probably get a room at club fed since they have all the money in the world to make an example of you.

There are a whole bunch of radiuses on those parts. That makes it a bear to cave out of a bit of billet with manual machines. Whatever route you take making those parts, you would be better of buying an arm full of new air rifles and still have money left over for a good night out.

It could be done on a manual mill but it would take forever and be a nightmare. DRO would help but it still wouldn't be any fun at all. It would be easier to program the CAD file yourself (if you had the software and knowhow) put it on a chip and give it to someone with a CNC mill. It just might be a realistic expense then but still way to much for a BB gun.

We could blue light scan that and make an exact replica in CAD fairly fast. The actual milling and getting all the rolling selected and what not would be a pain. Let’s just say the price would be more than a fairly high end real rifle...

Sure, it would be possible.
In the machine shop where I work, making one piece would easily be $3,000 - $5,000. Probably more. Serious technology and talent cost serious money.
And, if you don't have a print including tolerances, there's no guarantee that your metal copy would even fit together with the rest of the mating parts.
