It's part of nailing down which doors to knock on for confiscation. We've already seen this in Washington. Registered sales between private parties. DOL keeping track of purchases. It's beyond the "slippery slope".

Keep in mind there are constituencies out there that WANT to ban guns.
This Congressman's constituents, the gun-grabbers who probably donated to his campaign, expect him to introduce this bill, so he'll introduce this bill. Maybe he'll attract half a dozen co-sponsors--inevitably from California or the East Coast, and yes, inevitably Democrat.
But most Dems don't want to ban private gun sales, lest they be voted out of office.
