My guess is someone couldn't handle the gray area and pushed on it instead of just leaving alone. Same thing happened on ROW. Folks just couldn't live with the perceived gray area so they ensured it was put in black and white. Only problem was we all lost when it was put in black and white.
Maybe someone will ask in the Fur Harvest committee meeting when and why it was changed, but more importantly, why it doesn't appear it went through the normal rule proposal process.

It went through the normal rule making process. It was under DNR Scope statement 066-15. Conceived in 2015 under DNR biologist John Olson, who was numerously honored by our own WTA brass. The rule was titled Clearing House rule 16-037 (CR 16-037) and it had one hearing for public comment on June 29th 2016 in Madison. Clearing house rules are those that are supposed to have little effect on those affected. Mr. Olson was at our last fur school He never made eye contact with me. I guess he knows how us trappers feel about him. Or at least me.

I stand corrected. Thanks Fox Claw for posting the correct information.
Looks like that was done at the same time that they decided they needed to defined a culvert instead of just eliminating that dumb rule.

I think I remember you bringing up the culvert definition change on this forum. I remember us discussing it, but not sure why we didn't catch the other change. I do remember thinking we should just work to eliminate the culvert restriction on colony traps instead of worrying about the definition.
On a side note, any idea if they plan to use that same process on any beaver trapping changes? As part of the beaver management plan, the state was proposing to change some rules. Some of those made the Conservation Congress spring hearing, some didn't. Using bait out of season for beaver was one that had broad support, but it didn't make the spring hearing. Any idea on why that one fell off the radar?
