I always water in the evening, was told not to in the morning cause the water would evaporate before it could work its way into the ground.

Sometimes when I’m really thirsty before I go to bed I think about how some people don’t water their garden in the evening because they believe it’s a no no. Then I drink a full glass of water and go to bed!

Depends. If mildews are an issue absolute no no. Wet leaves at night equals mildew. You want morning sun to dry as quick as possible. But overhead water during the days losses lots of water especially if the air is dry. Overhead water also splashes blight onto leaves.
This is why most commercial veggies are grown on plastic with drip tape under.
Best homeowner compromise, soaker hoses. very economical.

I always water in the evening, was told not to in the morning cause the water would evaporate before it could work its way into the ground. + 1 water in the evening. In addition to evaporation I heard the water molecules burn the plants in the sun.

How much water should a garden get daily? I'm thinking of putting a timer valve inline on the garden hose. I read 1" per week but I just don't believe that's enough. Especially in sandy soil.

That's the general rule though it can vary by species and stage of development. For instance melons need more water to size up but need a dry spell at maturity to sweeten up. Sandy soil is a problem. My clay loam holds water well, to well in the spring, and a good once a week soaking is more than sufficient. If I had sand I think spreading that one inch over two or three applications per week would be better, though you may need more than an inch total as watering to shallow is bad as well. You want enough water to soak down into the root zone.
