BLM is imposable to work with if the cases I have been involved with. The move is a good thing in my opinion and is common sense.

Make them live right next to the folks they are hurting. Might straighten them up? This would help for certain. An attitude adjustment would be welcome here in Colorado. Grand Junction might be to liberal though, I'd rather see them based in Craig or even better Rangely.

The USDA is moving to Kansas City, 2/3rds of USDA employees have declined the reassignment order. So it is highly possible the same will happen with BLM.
