Montana and the Dakotas have lots of them from what I've seen. When I lived in North Dakota I really only saw them west of the Missouri.

Call the Lower Brule game Dept and see what they require for a non-Tribal members to hunt they have the most dogs that I know of, you might call the Rangers at the FT Pierre and Buffalo Gap Nation grasslands and see what they know of. (Pierre (Pier), SD has a office there)

Myself and a couple buddies used to shoot dogs at Lower Brule. You had to buy a tribal license and were given a map for areas owned that were open for hunting. These were private property, but we were told the landowners were compensated for allowing hunters on their land to shoot dogs and you wouldn't be charged.
We found one spot where the dogs were plentiful, but the landowner said he charges $25 per person per day. We didn't think that was that big of a deal and paid it. The next year when we came back, the price had gone up to $50 per day per hunter. We grumbled, but paid it. The next year he said he was getting paid $100 a day per hunter.
We didn't pay that, but called the tribal office. They said he was being paid and wasn't supposed to be charging. They would be contacting him. I don't know what ever happened we stopped going to Lower Brule.

Ask them about the area between Lower Brule and the Ft Thompson dam and if that's open to the public, if it is open you will have miles of dog town to hunt! Like Trapper 7 said what it should be is not away just that.

Best meat loaf I ever ate! Wonder if they still make it?

Ft Pierre National Grassland has many prairie dog towns, and there's even a map that shows you where they are. I'm pretty sure there's no charge to shoot'em.
Life ain't supposed to be easy.
