I am sure they weren't their cows , but stolen cows.

not so sure it is about the probability of success , as much as it is to constantly keep the security force on high alert , long term stress is hard on a person , they work to wear them down any way they can any time they can.

several years back I was talking with a neighbor , his son was an Army sniper working a check point , they had a insurgent on a motorcycle he pulls up next to a car in line snatches the baby from it's mothers arms through the window and drives his motor cycle right up the line of cars strapped with a bomb carrying a baby.

training says you have to shoot center and save the most people , forcing a guy in his early 20s to shoot strait through a baby and set off the bomber blowing both to pieces. now the guy who stopped the bomber has to think about shooting a baby for the rest of his life.

it's a mental game any time they can make it one. that is what terrorism is.

Definitely a newer low tech, but low cost and common delivery system. These animals can be charged up and with remote control the devices can be set off whenever they feel it is most appropriate.
Cows are probably easier to find then 15 year old illiterate young men and the locals can get paid a bit for their usage. Muslims utilize a lot of beef in their diets if available. While in India we saw several fresh meat vendors and they were supplying the over 200 million Muslims that live in India.
