Looks like a "web worm". Not sure from the pic. The web worms are in N. Ohio but never had a problem with them in the pines. Usually the wild cherry trees get them.

Red headed pine sawfly larvae, Neodiprion lecontei......I think!? Yours don't seem to have a red head!

NOT the above, they are White Pine Sawfly larvae (Neodiprion pinetum.

Does that sawfly climb up when it lays it's eggs, so you can put a tanglefoot tape around the trunk and stop re-infestation.
I think the adults lay the eggs near the overwinter buds and start chewing on new sprouts.
