The Chinese watched the Dem. debate and realized they will still have to deal with Trump after 2020. LOL! If we can wait them out, they need us more than we need them. Glad to finally have a president that doesn't want to give the U.S.A. away.

Do they pay the full tariff if they own the company/product? Yes, tariffs are applied solely based on nation of origin and harmonized tariff product code. Ownership has no bearing. Now, there might be hidden tax breaks / subsidies along the way to make up for things like this, but officially the tariff applies.
