I would build one to be honest. For 700 bucks you can put a nice one together. What do you want it for is the question. Does it have to be in 5.56 or are you open to other calibers ??

What Scuba1 said. You can start with a basic rifle kit and upgrade the trigger, sights, stock and fore end and still have money left for extra mags and ammo.

Yep build what you want the way you want it I'd stick with the .223 in these crazy times, them other calibers might be fancy clubs in the future if you can't find ammo for them and NATO rounds are common and cheap.

7.62X39 ammo is cheap and widely available, and it is available in soft point for deer sized game. I don't know about the price of uppers in that caliber though.

and a 50 dollar lower from fleet farm.

spend the rest on a 2-7x32 scope , Magazines ,GI web sling with QD mounts and ammo

a free float hand-guard , the ept trigger is a little better than mill spec, a 2-7 scope is still every shoot-able at 1/4 mile you can upgrade later if you like but that puts you in a rifle that you should be able to score hits at 1/4 mile on a 12 inch target.

I don't mind paying for quality, and want a full-length, fixed stock and preferably a 22-inch barrel.

Bear creek arsenal here in NC makes perfectly functional ar15s for less than $400 for the complete gun in several calibers.

Include in your budget mags, ammo, and maybe a sling and a scope depending on your purpose. Definitely mags and ammo though. Building one is not a big deal, it takes literally 15-20 minutes to put a lower together with nothing but a hammer and a punch at your kitchen table. Just buy a complete upper that has what you want, a lower takes 5 seconds to attach.

Most any Ar will shoot MOA or better. The thing that makes a major difference is the trigger. Mil spec are usually rough, creepy and ave a pull weight to dislodge a finger. No matter what AR you buy, invest a bit of money in a decent trigger if ya can't work them over yourself.

I just recently bought a M&P 15 (not the sport) and really like it.

It seems to me like PSA has a upper and lower combo on sale right now for $319. You can change anything you think you need to down the road.

not if it is a lot more money.
in most of the barrels it is not much more. https://www.midwayusa.com/product/1017600744 this is 139 for a medium contour barrel in stainless.

223 wylde is a tighter lead than the 5.56 but less tight then 223 rem it is safe to fire 5.56 from but puts your bullet in rifling with less free bore

it isn't a need but perhaps a step in getting a little smaller group.

we shoot the ARs out to 4 and 5 hundred yards , free float is worth more than a traditional hand guard , not to say a traditional hand guard can't shoot well but when your slung up shooting a 1/4 mile not pulling on the barrel definitely helps.

I have the target from my 223 wylde with free float hand guard , 3-9 scope and polished trigger with a spring kit 10 rounds fired and 10 rounds can be covered by a dollar bill at 400 yards this was from a bipod during ammo testing

but since little direction was given in what he wants it for , I just use my personal experience

but that is just my brand of shooting , I don't chase the smallest group , I chase a very effective group shot with me , a sling and a rifle. working to keep me shooting well in whatever the conditions are.

I build a lot of AR's and you get what you pay for. Yes you can build one for 500.00. But the chance that it will shoot good is not very good. Pay a little more for a good barrel and trigger and you will have one your happy with.

I recently purchased a Ruger AR 556 for $670. It is considered an entry level AR and has good reviews. I also like Ruger.

I have an m&p sport 1. It will shoot anything you put through it. It has been very reliable however, I have not found an ammo that will shoot moa at 100 yet.

Windham also makes very good ARs and mine will shoot 1 moa or less with my loads. I think i paid 7-800 bucks for it at walmart before they went all commie. It is the optics ready carbine. I swapped to freefloat handguards and trigger. You can take a parts kit rifle and buy a good barrel and decent trigger and make any of them do the same thing. My most accurate AR is a bushmaster predator carbine. I changed out the handguard and its stock otherwise. Last load i worked up was a .4" 5 shot group with 60 gr nosler BT.

Well I did it... went with the Ruger 556. Looked into putting one together but would have paid more. Picked this one up with the free float hand guard for 569 at the local sporting goods store. Fired it, love it. I see more of these in my future.

while plastic the Magpul MBUS sight actually works quite well running them haven't shot past 200 with them however

Magpul also makes them in steel and as 45* offset

if you are going to run a magnified optic then a 45* offset would make a faster backup
