I am guessing you tried different seating depths ?

Try IMR 4350. It works well for me with either 90 or 100 grain bullets. I am not a big speed guy so I stay close to the middle of the recommended loads.
I can't believe that cop put me in the back seat when I clearly called shotgun.

IMR 4895 worked well in all 4 of my 243's over the yrs. 18-24" barrels. I think H4895 is a tick slower burning so should work also. 85-100 gr bullets.

Bullet seating depth can change things a bunch. You can have a longer O.C.L. than sammi specs so long as the cartridges will feed out of the magazine. Plenty of info on the net on how to find a good seating depth for your rifle.

Slit one of the cases with a disk on a dremel. ( just one slit in one side to just below the shoulder. Inser the bullet long and carefully chamber that round and carefully get it back out of the gun. Repeat this a few times and measure the OAL each time. Take the middle of the measurements ya got and now you have the distance to the lands. Back it of a few thou and start there is it will fit in the mag. Then start messing with different powders if ya can't get it to shoot that way.

If changing the seating depth or if seating the bullet out near the lands makes the the OAL to long for the cartridge to feed properly then you might change powders. But before I did any powder changing I would change to a Magnum rifle primer. I just checked and in the #12 & #13 Speer manuals recommend the CCI 250 with all the loads listed for the 90 & 100 gr. bullets in the Weatherby 240 Mag. Starting load with the Magnum primers is 38 gr of 4064 (2700v) and max at 44 gr. (3100v)
Since you said you wanted to go to a low or medium load then the 4198 is a powder to go to which is a reduced load of 20 gr at 1831 and 22 gr at 2024. Even the reduced load they used a magnum primer. Of the other powders you listed that you currently have I would try the W748. [Be sure to change to a magnum rifle primer with that powder no matter what it is in since it take a higher ignition spark to ignite it properly.] A powder charge of 34 gr W748 with CCI 250 primers might work.
If it were me I would go to 4350 or 4831 rather than 4895. The burn pressure rates of 4064 and 4895 are extremely similar so getting a rifle powder to perform better I would use a very different type of powder pressure burn rate to see if that would improve accuracy. You are trying to change the barrel harmonics since it shoots well with the 100 gr Hornady bullets.
If these changes don't work my guess is the 95 SST bullet just does not stabilize correctly in your rifle barrel. Although it is totally up to you I would then buy a box of 100 gr. Hornady spire point bullets and see if they shoot accurately in your rifle. Hopefully it is a simple as changing to the magnum primers. Pete
