They usually offer a retake, I would first ask if they have any that aren't blurry, but if they don't, you shouldn't have to pay for the retake.
What's your end goal? You'll have to pay for prints or digital files of the school pictures anyway, so if you just want some keepsakes, go with the pics your wife took. But if your school does a yearbook, that blurry photo will likely be used unless you go the retake route.

I don't understand school pictures. When I was a kid, taking photos was kind of a big deal. We all had cameras but you had to buy film, buy flash cubes, take the film to the local department store to be mailed away to have it developed, and wait for your photos to show up a few weeks later in the mail. And, most cameras had a bunch of adjustments that almost guaranteed that the photos my parents took were going to be less than studio quality. Getting a good photo of your kid every year sort of made sense.
Today, I can take a studio quality photo of my kids with my cell phone. And, I can get photos of my kids actually doing kid stuff that they will enjoy remembering when they are older. The photos I have of them fishing, kayaking, walking out to a deer blind, are much, much more interesting than sitting on the fake log in front of a painted sky.
I'm not sure why anyone buys school photos any more.

Was told the blurry photo will be used in the yearbook so trying to just get the money back and then use that money to get the prints of the wife's pictures to send out to grand and great-grandparents.

we never buy school pictures, but they do go in the yearbooks.
I would double check with somebody, there's a chance they picture is blurred as a 'proof' for you to review. if that is not the case, have it retaken. They should already have a day scheduled when that is to happen.

Thats a good Idea. It's really poor, lazy of the school allowing blurred photos taken by a "contracted " photographer to be put into the yearbook. Standards have really gone by the wayside.
