Spade type hay knife. Used for cutting stacks of loose hay. I think that particular one uses sickle sections for the teeth.

On the fishing boats we use those to bust up ice in the hold that has set up. We call it the NBC. Norwegian bait chopper

I wouldn't use it for tearing off roof shingles. One foot on the foot peg and one foot on the slanted roof? Yikes!
