First off, congratulations on the catch!
Tags for otters are foreign to me. If I want to try and catch a 1000 I can. Is the otter population that low in the north or is it just politics for such a small quota?

Michigan has a limit of 2. I don't think it is a population issue but I am just the guy in the woods every day so how would I know. Lol.
