Probably not true. The family can still sue in civil court for wrongful death. Have a couple of friends who are police officers who've had to deal with that. One got shot at from a guy who barricaded himself in a bathroom and started shooting buckshot through the door. He shot back and killed him. Got sued for wrongful death. Another one did a traffic stop on a paroled felon, guy tried to run him over, he shot and killed him. Took almost ten years for that to work through the courts before he was cleared. It's a different world these days.

The guy had really broken no laws leading to shooting. He suffered from schizophrenia. Likely didn't read the situation correctly when the troopers entered his dwelling.

I read that he had been off his medication for some time. I don't know how they could know that.
