If the hole isn't tapered? I'm guessing a machinery part. Possibly an harvester / thrasher or combine.

It's the cutting mechanism in a old sheath binder, every turn of the wheel moves a notch in the gear and when the 6th rotation the cord is cut with that knife end. And another stook was made and tied and flopped over onto the platform.
a old shops teach would always bring out a " thing-ma-jig" at the start of every class for Bonus Marks if you could guess "what-ta-truck" was.
