there are so many dogs without owners because the new in thing is no kill. were not such a problem when counties ran things. no body claimed a dog in 3 days it was killed and incinerated. if you wanted one it didnt cost hundreds of dollars.

we didnt have a homeless people problem till Reagan cut off all the funding to mental institutions and dumped them all out on the street.

Coinciding with a movement during the 1970s for rehabilitation of people with severe mental illnesses, the Mental Health Systems Act supported and financed community mental health support systems, which coordinated general health care, mental health care, and social support services.[2] The law followed the 1978 Report of the President's Commission on Mental Health, which made recommendations for improving mental health care in the United States. While some concerns existed about the methodology followed by the President's Committee, the report served as the foundation for the MHSA, which in turn was seen as landmark legislation in U.S. mental health policy.[3]
The Omnibus Budget Reconciliation Act of 1981, signed by President Ronald Reagan on August 13, 1981, repealed most of the MHSA. The Patients' Bill of Rights, section 501, was not repealed; per Congressional record, the Congress felt that state provisions were sufficient and section 501 served as a recommendation to states to review and refine existing policies.[4]

No matter what she got if PETA ever got a hold of it they would kill it, PETA says a lot yet they have no shelters and kill about every animal the get their hands on. Read up on PETA kills.

ART S your article says reagan cut the funding. Congress passed it and Reagan signed it. He had support but the bottom line is he signed it. Without federal funding states were forced to turn away the mentally ill. My oldest daughter is a nurse. Worked at the state hospital here for years. One of the reasons she quit is the revolving door policy. People get in trouble and law enforcement hauls them to the hospital. They drug them and get them back on track. usually about two weeks then they are kicked out and it repeats.
people dont choose mental illness. mentally healthy people do choose not to work. guess who gets the money now.

Got an animal shelter here that is no kill. Its a joke. Try to haul in a cage trap full of feral cats they will only take them if you give them a bunch of money. Meanwhile the people who support those things get all fired up if somebody kills feral cats or dogs they trap in their yard let alone in the wild.
I still don't know who decided that getting a new pet means you "adopted" an animal. Just more of the nut cases desire to give animals human attributes.
That no kill shelter sterilizes every dog and cat they get their hands on. I am surprised nobody has sued them for it yet. More than one hound is now fat and lazy because it was taken to the shelter rather than calling the owner on the collar tag phone #.
So to go there and get a pet is no cheaper than a pet store.
Even the old county dog pound would call a phone# on dogs collar.

In 67 Reagan signed the Lanterman Petris Short Act. While it was good on one hand because it made due process available for people who were accused by family of being mentally ill, it also doubled the number of mentally ill in the criminal justice system the following year. Then, they were released out to the streets.
