Should a person put out more urine if there is new snowfall, even if it has only been a few days since urine was placed at a set?

Probably not.Cats and canines can pick that up pregtty easily.Having said that, with cat sets,I usually have a backing like a large tree or rock and all lure and urine are placed 12-16" high,to keep it out of the snow.Droppings are on the ground and I dust them off after each new snow.I use very few dirtholes for cats because they fill up with snow and the sets have little eye appeal.I do have a few natural dirtholes in sheltered places and use them.
