I found this building fence, was this used as a hammer before the end broke up or is it just shaped perfectly for it?

If it had been beveled off at one end like a splitting maul then I would have said you have an axe. Without signs of reshaping or friction wear you just have a neat shaped rock.

It may be an atlatl weight. Is there similar stone in the area? If not, it means its more likely to have been moved by a human.

Some people's perception is there reality so it can be anything you want. A friend of mine can make himself believe ever odd shaped rock is an artifact.
