How can the government regulate any inputs as fertilize or chemicals when they seem powerless to control Dicamba which causes millions of dollars of damage each year.
I can see the garden police now, ok for your flower beds square feet you need 8 lbs of 0-0-60. You need 5 lbs 0-46-0 and 10 lbs of 46-0-0. How ever since your N leeches you need to apply 5 lbs in 2 applications. Ok, you must contact us 48 hrs in advance so we can come and watch you measure each ingredients.
As gov agent is driving away, he says to himself, boy this is a good job, now all I have to do is learn how to read this scale. The hrs. ain't bad and the pension is great !

What I get from it, and I sure could be wrong because of the way it's written, is they want local ordinances to over-ride any federal laws coming down the road.

"Section 5. Findings. The State of Illinois finds that the 7 right of a property owner to create and maintain a garden on 8 his or her own residential property, whether it be for produce, 9 flowers, herbs, fungi, or grains, and when done so for one's 10 own consumption and enjoyment, should not be infringed upon by 11 the State or any unit of local government.
Section 15. Regulations of gardens on residential 5 property. The State or a unit of local government may regulate 6 gardens on residential property unless a statute or regulation 7 has the practical effect of precluding gardens on residential 8 property entirely. Permissible statutes or regulations 9 include, but are not limited to, those pertaining to 10 restrictions on water use during drought conditions, existing 11 or future adoption of property set-backs, maximum lot coverage, 12 utility safety, fertilizer use, control of invasive species, or 13 a substance regulated under the Illinois Controlled Substances 14 Act, the Industrial Hemp Act, or the Cannabis Regulation and 15 Tax Act."
Illinois government officials clearly do not understand the meaning of the word "infringe", as evidenced when they say "should not be infringed upon by the State or any unit of local government", then in the same document explain what infringements they can use.
I wonder if this is setting up legal precedent to attack the word "infringe" in the Second Amendment.

I’m actually taking a sustainable agriculture /gardening class right now via my community college. Home gardening is a hot topic and getting hotter all the time. Fertilizer restrictions generally say manure has to be completely composted. Uncomposted or using raw urea would cause a lot of neighborhood fighting if not controlled somehow. Some communities have set-back requirements include lot line separations. Herbicide carry-over is an issue that’s easier handled with regulation if #1 homeowner wants to go organic while #2 is using herbicides not on the organic list. Drainage and fencing and cover cropping in the off season and out-building construction and so on are easier handled with community wide regulations than leaving it up to neighborhood arguments. The idea is to give everyone the opportunity to have a garden without infringing on the people who don’t. This class is a blast and I’m learning an awful lot I had no knowledge of in the past.

My quick take on this is that some municipalities are being very limiting or not allowing gardens and some state politicians are trying to pass a bill to not allow individual villages etc. to dictate to their residents if they can or can not grow gardens. Could be better stated for sure and yes if the state gets involved there will come with that some over sight but may well be better than being ruled by a small group of narrowly focused local leaders as well.
Sometimes we need to get larger units of government involved when freedoms are being taken away by neighbors.

If you would have read the actual text of the bill it guarantees the right of a homeowner to have a garden. It appears this law change got started by a homeowner because a municipality would't allow a small winter greenhouse.
You are completely out of line here, can't you see we are trying to misinterpret this and get all riled up over nothing!
X2. I read the Bill. This proposal sounds like it would affirm a homeowners ability to have a "hoop house"; a type of greenhouse.

House just voted to take identification of which country meat and produce comes from. But! You can't sell and egg legally in a store that is home grown!!! Without letting the govt tell you that you can and making a label saying where it came from!
