I had a Johnson do the same thing and it was a cracked fuel line between the tank hook up and carb. I figured that out after trying a dozen other things. It would idle fine, but would only run about quarter to third throttle.

It would idle fine, but would only run about quarter to third throttle. X2 Same symptoms if the interior of the fuel line is seperating. It'll run ok until it starts sucking hard for fuel. I'd replace the lines and filter first.

might be the fuel pump. try pumping the bulb while its going flat out and see if it will run. thats an easy check for a leak also. with the engine shut off pump up the bulb and check your fuel lines

Did you stabilize the fuel before storing it for the winter, take a fuel sample in a clean/clear jar look for water beads in the gas or discolored color of the gas.
Was born in a Big City Will die in the Country OK with that!

Fuel pump would be my answer i have a yamaha and i went crazy wound up being a brand new low pressure pump which is attached to the block was bad

When you change the lines make sure the new ones are ethanol grade that ethanol tears fuel lines up

deteriorating fuel lines clogged fuel filter jet clogged in carburetor
I have an outboard about the same age that is in great shape and runs great. I replaced everything from the fuel tank to the carburetor and pulled, disassembled, and rebuilt the carbs when I first bought it.

Page 100 (page 101 in the pdf) in trouble-shooting-ignition.pdfTrouble is you'll need a DVA meter for most of the tests but if you just want to know if it's fuel or ignition get a gap tester and set it to what ever the book recommends (usually around 3/8) if it runs good at idle and mid it's probably not a timing issue so a gap test should tell you a lot. What you have sounds like a classic fuel delivery problem but could be ignition as well. Should be easy to rule out before spending money on parts.
