Re-hydrate the burn area with a wet wash cloth and go over it with a scraper and it should loosen up. Repeat if necessary.

Not sure about soaking the entire pelt in a bucket of water overnight. Might cause slippage.

Did you try experimenting with the raccoon or the beaver before you tackle the otter. Would have given something to practice on before you tackled the otter.

Rub some ammonia into the freezer burned area on the hide side.

If the freezer burned portion is dried fat, it will dissolve into the fat

and change it's consistency so it can be scraped off the hide.

This works very well for both beaver and raccoon.

Even if you doubt me, try it and see as what have you got to lose.

With this ammonia method, a LITTLE goes a long ways.

Not sure about the fat thing when we are discussing freezer burn. Most freezer burn occurs In areas with the lack of fat. Like the face and feet.
That's why your better off not fleshing hides whene your going to freeze them for any period of time.

Or splitting tails. I always split my tails when brushing out in preparation to scrape them. No freezer burn that way. I second the ammonia or windex to loosen the burned spots, if it happens. Cardinal rule, don't try to hold frozen pelts from year to year, you will have too much freezer burn.

I learn something on what to use on freezer burns. For me I get the skins done the same season and sold. But like was said by Beav do not flesh the skin if you will freeze for a long time .I had got some coon skins from a coon hunter last season that he had over a year or 2 and they where not flesh and they all where ok when I did them up.

If a person freezes fur in a plastic bag, maybe that would help prevent freezer burn, I'm not sure

Plastic is the worst. Wraping in freezer aper would help, but it is best to work them as soon as possible and not to try to hold over in a freezer without putting them up.
