That's a cool idea/design. I would add some heat shrink tubing or pipe insulation to the rod "cradles" so that the rebar doesn't chew up your graphite rod blank and Eva foam handle.

Yeah I was thinking about that, actually thinking of plastic dipping them , gonna run by the Auto zone tomorrow and see what they got

This is what I made up a few years ago and they use about half the material. They are very strong and easy to carry a bunch at a time. Also slip in the oar locks of a row boat if fishing that way and you can set the hook and remove the pole from the holder in one move.

funny I was just thinking of making a set of rod holders from 3/8 rebar
I whoever was thinking a lot simpler and lighter weight
then my son tells me tonight we need to build more of the shooting sticks as they make very good pole holders I keep a set in the back of the truck , he said they get the tip up nice and high so you can see the bite.
works for me I can get bunch out of a 2x cutting them on the table saw 3/4x3/4 30 inch long with some fabric tape at the top and 3 1/2 inch coated deck screws in at the bottom just till the threads are in then cut the head off with the angle grinder
America only has one issue, we have a Responsibility crisis and everything else stems from it.
