It means if the BOG has found a positive finding of C&T, they then have set an ANS. The ANS is used to determine how to allocate the resource. Meaning, unit 1B has an ANS of 2-5 black bears. If the harvestable surplus of the population of black bears in unit 1B is 50. Then the BOG can provide for all uses. If the the harvestable surplus was 3. The BOG would not allow non -resident an opportunity and most likely would have residents to registered as Teir 1 permits. If the havestable surplus was 2 or less, it would go to Tier II or even close the hunt.

So the EO states all Alaskan can hunt bears with a positive C&T, unless it is a Tier II hunt.

Not all hunters have to go to another community to hunt. Infact most hunter don't go to other communities to hunt.

15(C), outside of theAnchorage-Matsu-KenaiNonsubsistence Area positive 20 - 60

So it looks like all of unit 7 15A 15B and possibly part of 15C are in the ANC-Matsu-Kenai Nonsubsiistence area.
If so then most all of the Kenai Peninsula would be closed unless Dunleavy backs off.
I would say that is worth a letter or call

If that is what you think, but you have to put yourself in his shoes. What if a bear hunter is found to be a person who spread the virus? Who is going to be the blame, the Governor again? It is a no win situation for a person in that position. Somebody is always going to be angered with what ever decisions are made or not made.

Murky is right! And where do I find out just where the non-subsistence area in juneau ends, and the subsistence begins?
Why didn't they simply close it to non-residents?
Too simple? Good grief.
And most bear hunting in these parts takes place using ocean, to hunt on federal land. And the historically best time to hunt bears in southeast is may.
Keep calling. And sending emails.

So, isnarewolves, are you backing off the idea that most any of us can just hunt like we always have, and instead feeling sorry for Dinleavey, and his poorly thought-out directive?
Let's be real, here. A bear hunter that lives in Alaska, goes hunting, salvages the meat, (rather than a grocery store to peruse the meat section), is pretty unlikely to be a big virus threat, don't you think?

No reason to keep calling. The hunt closure was rescinded. Its open to Alaska residents only. Community travel mandates are still in affect however.

Its good to see that everyone calling and emailing DOES matter! Good job to everyone involved that took the time to let the governors office know that it was unacceptable.

Yep resident bear hunt back on all the calls and emails worked
I talked with fish and game this morning and they are also planning to limit fishing to your local area but told me they were hoping to lift it before the salmon start

I humbly tip my hat. But everything i stated where facts. I am glad, this is a better solution, and maybe residents have a better idea of who can be a subsistence user in this state. I still would not want to see the Governor recalled or to have trappers and hunters signing a recall petition. Glad to see Lynn Keogh was appointed to the BOG.

We are all new to this quarantine business and there are major decisions unfolding at the speed of light. The decision to adjust the bear order was a good one and a message was received to be careful messing with our outdoor pursuits.

I am happy that Lynn got a seat. That said I won’t destroy this thread with politics in response to the above post.

This kid is just happy to be able to go bear hunting!

Indeed. And I am certain that not only the volume of calls and emails had an effect, others in management played a crucial role in getting the appropriate "ears".

So non res. hunters are banned, but pseudo res. and non res. snowbirds are fine to return??

If we are claiming flatten the curve then everyone should be considered. Snowbirds do not contribute to the economy as much as non res. hunters IMO
