I think Ever's will probably approve it , he needs anything he can get for economic development right now.
Ho-Chunk Madison was approved for years and built and the city of Madison would not deliver water and sewer lines to the building it sat for a few years before the tribe and the city could reach an agreement and they could get water and sewer.
Beloit would welcome another reason for Rockford to come spend more money in Beloit.
Rockford is full of little strip mall slot machine places they are the ones who stand to suffer if one or both casinos are built.
America only has one issue, we have a Responsibility crisis and everything else stems from it.

Ho Chunk Madison is 55 miles from Barraboo
Beloit is 45-50 miles from Madison HoChunk
Pottawatomie in Milwaukee is about 60 miles from Madison Ho Chunk
so while we don't typically see tribal casinos any closer than 50 miles from each other.
it is Possible that a Tribal and a non tribal could exist 20 miles apart with a few tolls in between and a border.
it is approximately a 20 minute drive from Janesville south to Beloit while being nearly a 40 minute drive form Janesvill north to madison
Beloit is only 35K however Janesvill is 62K with several nearby communities that put it closet to 90K for the area
Delavan is only 25 minutes up I43 from Beloit , if you start thinking about the Lake Geneva , Delavan , Elkhorn, are not much further at all. rainy day in Lake Geneva head to the Ho Chunk a 35 minute drive away.
even with out getting into the cross boarder population it could potentially survive on it's own.
if it could build a decent indoor music venue it could do very well , not much for indoor music venues in Janesville and Beloit currently. Not of any size while Madison has several that will hold hundreds of people or more.

With the support given to the Democratic Party by Indian gaming I don't see any way that Evers doesn't wholeheartedly approve it. Money talks in Madison. Sounds like Minnesota.
