Are you hand loading? If you aren't that might be about all some guns would ever give you O I am, this was my low recoil load Not to me tion this gun is probably close to 70 years old. I still pretty happy though since most guys around here don't belive you can shoot and hit a target this size at this distance , honestly hitting a 5gal bucket @100yd is asking for alot with alot if these folks

Those are definately loaded light. 155gr bullet only giving you 2500 fps. I have found giving them a bit more power (not necessarily near max) will make them alot more accurate. Seems you have gone through alot of steps to make them accurate by measuring bullet setback off the lands and such and then shot yourself in the foot by loading light.
Seems you have access to a chrony since you have velocity. What were your extreme spread and standard deviation numbers? Long range ammo needs to have a low SD(10 or less) or you will have vertical stringing at that distance.

If you are flinching, try one of the slip on limbsaver pads. They are pretty nice. I have a very light 30-06 i have one on.

I actually do have a hotter load that it's pretty accurate but just never really messed with it too much. As far as the chrony I just figured out how to link it to my tablet ( like last week lol ) so it will give me all that info. Really I was just sitting g at the range writing down every reading then averaging it out with quick math lol.

If you are flinching, try one of the slip on limbsaver pads. They are pretty nice. I have a very light 30-06 i have one on. Honestly it's not even really the recoil that the problem . The gun weights close to 12lbs so it dampens the recoil pretty good. Even with my hot loads it's pretty manageable. It's just like right whe I feel the trigger about to break I'll flinch. Happens with most of my guns even my air rifle. I've been working on it and it's been getting better slowly. But I might get a limb saver ,Wal-Mart had them pretty cheap the other day

Well if trigger flinch is the problem and not recoil, try you some dime drills. get someone to balance a dime on the barrel and you pull the trigger. No ammo of course and snap caps if the weapon needs some. The dime shouldnt fall off the barrel all the way through the trigger pull and hammer fall. There is you some infantry basic training tech.
I got over recoil flinching long ago. I used to be able to buy surplus 30-06 ammo by the sack full. I would take it out and pound through the whole bag in a sitting. probably 100 rounds or so. Used a light winchester mod 70 with a hard rubber recoil pad (cheapo walmart winchester). My shoulder would be black and blue.

drag your little brother out there and play ball dummy for a while he should get a kick outa making you jump.
you close your eyes he slides the round in , you make up 2 dummies with no primer or powder but otherwise look the same , you finish the shot eject the round then close your eyes he lays the next round in , his job is to surprise you.
the other thing is you give yourself a , just let it hit me , just let it hit me , just let it hit me pep talk before the shot. when sighting in slugs in a light slug gun , this is about all I can do . I do find they beat me up less when I am slung up , probably because the gun is already so tight into my shoulder tighter than when I just hold it .
playing with loads is fun , but I mostly settle on one load for the gun , best accuracy I can get at a less than max load once I have "the load" then I can collect data and shoot.
400 is a good distance and your right many people don't think you can shoot that far but it is very possible and with guns they might not have though possible.
once you can get it on a calm day , then it's time to go shooting in the wind. learn to read it.
America only has one issue, we have a Responsibility crisis and everything else stems from it.
