Not sure if this answers anything or not but there is a National Wildlife Refuge outside of Erie, closer to Meadville. I wanted to set a game camera and try to get pics. of otters. Being it was a national refuge the person in charge there told me I had to get in touch with the DCNR. Got in contact with them and they said it was up to the person in charge! Checked again with person in charge and he said that it might be a fire hazard plus things like that (not natural) objects couldn't be left overnight. Now they bid out trapping rights here you have to apply for. So traps are natural? If not then by their own regulations must be pulled each night?? He finally said I could set a game camera which they had to approve plus check each day (over 25 miles one way for me) and they wanted copies of any pictures. (did all this as a friend had set a cam and got pics. of otters and when checking once had them come up to him and tell him he would be fined, whatever unless he got it off right away) So guess getting in touch with them is the best way as each individual has their own interpretation. (think I would also get it in writing). May have just been my experience but...

Here it's up to the refuge manager. They split it up into sections and have a drawing. $20 to apply and $100 for a permit if you draw. Hasn't been a problem the past few years with fur prices as they are. They like you to keep traps away from the roads/trails so as to not upset a bunny hugger that happens past. A neighboring ranch's cows got thru a fence and ate some grass on the refuge and it cost him $7000. They do lease the refuge for grazing, he just didn't have a permit.
Life ain't supposed to be easy.

One near me can be trapped. There's a bid process for specific sections of the refuge. I think the seasons may also be slightly different than our normal season. Montezuma??

I trapped on a couple and always liked it. I was behind locked gate with the area patrolled by the wardens that worked there. If I saw someone I could call and they came running. It was closed to the public in the area I trapped.
