Have Model 7 - .223 , shoots low, ran out adjustments 3.5 x 10 scope. Changed scope n rings, 3 x 9 scope, centered adjustments , same deal, too low, run out of adjustment, up. Should I shim rear of 1 pcs. Base to fix this issue. Never had a problem like this before, welcome all help. Also tried different ammo, same result.

Yes, leupold scopes, both have worked well on other rifles.

Make sure you have the right bases. And second on the Burris Z ring with inserts negative in front positive in back. They are the only way I will “shim” a scope mount. Putting a piece of metal under the base is throwing the rings out of alignment and torques the scope where as the inserts in the Z rings are able to swivel thus eliminating torque.

Another possibility is some lowlife stripped a screw on one of the rings and swapped a low for a medium then took the miss matched pair back for a refund, seen it happen.

Can you switch the front ring for the back ring? It may be one ring is a littler taller than the other.

I got this gun at a estate auction, had a 1 pcs. Mount on it, rings And scopes r mine. Might see about the Burris set up, I think I have them on another Model 7. First time I ever had this kinda problem.

you might try a EGW 20moa base it will get you more elevation adjustment
it also doesn't have to be the rings if you have tried 2 pair it could be the base
America only has one issue, we have a Responsibility crisis and everything else stems from it.

Seems like a 20moa base and decent rings should solve the problems like others have said. I would start with new bases. Sounds like something aint right with the current mounting config and not the scope.

20MOA base on backwards? Not possible on a 700, don't know about a Model 7. I have never handled one. rear holes are close together and front holes are spaced farther , you could get 2 screws in with it backwards but not 4.

There is a shim that will good under the mounts or base. Not sure why it is just with the model 7, but it has to be there. I spent 2 weeks doing the same thing you are and find it out. Put it in and was sighted in with 3 shots.
