the Woman in Louisville , was really bad police work. shot to death in her own bed in her own home , and as I understand it the ex-boyfriend they were looking for was all ready in police custody.
I don't think it is so much a conspiracy of any party it just happen hundreds of times a year and some were mistakes on the part of the officers or agency.
some agencies don't vet their officers like they should , some agencies want to deny and cover. Many of those agencies are having difficulty keeping officers to fill patrols let alone good ones. so the cycle perpetuates it's self.
after Ferguson one of the things the FBI decided was crucial to reducing the number of officer involved shootings was to require departments be fully tax funded and not funded by citations , fees and fines.
I don't know what the answer is but I think I can say it is not some conspiracy to take your eyes away from something else.
