Obviously old farm equipment. My best guess is a corn stalk cutter for making silage?

About four feet long and two feet wide at the back.

I grew up in Eastern NC and have never heard of a tobacco cutter. What type tobacco would require a cutter? I am mostly familiar with bright leaf flue cured tobacco, grown from Florida to N.C.

It's hand-operated AKAjust.

I would imagine someone feeding bundles of sorghum or corn stalks or tobacco into the trough and another person operating the blade.

I should have got a better picture of the handle.

It's a fodder cutter, put a bundle of stalks on/ in the chute and start cutting any size you want with the attached cast iron cutter, which has a replaceable blade. That one is quite worn down. The reverse curve of the blade forces the material into the bracket of the cutter frame so the material doesn't slide away.
I broke two of them over the years, used them for cutting horseshoe crabs for bait....
