Obviously old farm equipment. My best guess is a corn stalk cutter for making silage? About four feet long and two feet wide at the back. The Bell City No. 9 Lever Cutter The cutter head. It moves all the way down over the opening and comes to rest on a metal piece on the leg.
Eh...wot?

It's hand-operated AKAjust.
I would imagine someone feeding bundles of sorghum or corn stalks or tobacco into the trough and another person operating the blade.
I should have got a better picture of the handle.
