Since it's a new day, I will make a new guess... It's at the very top of the Magellan Monument in Guam, overlooking Umatac Bay in Guam, that was erected in 1552.

Haha, that's awesome! I have to ask, Mr. Dobbins, did you post a picture nearby that monument a while ago? It seemed to look familiar when I saw a picture of it late last night, researching possible spots, and waiting for my next chance to guess. Thank you for putting on this guessing game, Sir!
