We should charge the people who transport and pay the rioters for every rioter they pay or transport with a felony and it would mostly stop.

In Portland OR. I would shut off all water and power to the hole city, when the good people get tired of not have that service they will run the people that are rioters off. JMO

Swap the plastic bullets and bean bags for No 4 Buckshot and up the number of K9 units. You would be surprised how humble a person gets with their backside pepperd with lead shot and a GSD hanging on each arm trying to tear ya in half. I have zero compassion for those people

Those were often mounted on half tracks for mobile AA. There several intact specimens as museum displays. They should be dusted off and put back into use.
While they're at it some of those flame thrower tanks could be put be into service as well.
