I'm guessing here , but it looks a bit like a homemade rack for lobster/crab traps. I thought the same since the boat has crab pots in it. But, I would want to stack my pots on a flat surface instead so I'm not convinced.

It’s for pulling up to steep banks and walking out of the boat and getting back in the boat. Works great in bama for floating the creek for squirrels. That makes sense. I mostly boat in salt marsh creeks with thousands of acres of reeds. Getting out of the boat onto dry land is difficult. Having a built in gangway is a really good idea. I have never seen a boat with this before but it makes a lot of sense.
