Got nipped by a dog that I am not sure if it has shots.
A tiny bit of blood.
Do I need to call Doc?

Excuse my ignorance on this.
And, it was my own dumb arse fault.

I always explain it like this. You probably don't have rabies but would likely benefit from someone investigating the dog that bit you a bit more (if possible) and receiving the exposure series if you can't have them observed. The alternative although it's a very small chance you were infected, if you do have rabies, and don't get the post exposure series you die. That should clear it up.

Got that right WayeRyan;
and the dog owner has to pay for your exposure shots;
what is interesting is that their household insurance policys pays for these, of course there is a deductible to pay;

The old phrase comes up; "You can divorce you wife for separation BUT, you stuck with your neighbours, till death due you part.

Not sure on PA law, worked Animal Control for 20 years in NC. Call the Animal Control dept. Give them a description of the dog ,owners address etc. They will guide you in which way to go. In NC if the dog has had a shot, they will quarantine for 10 days at home and call you at the end. No shot, 10 days at the shelter and call at the end. No owner known or can't quarantine dog, prophylaxis post exsposure

Just ask the owners. If they're good neighbors they'll probably work with you. My dog bit the neighbors girl one time. My dog had rabies shot and had to self quarantine my dog for 10days. Showed all info on rabies vaccination to the health department.
