Years ago before people got violent on political signs , the town I grew up in had a ongoing pre-election prank that was orchestrated beforehand. A couple of members of both parties would swap the signs on the opposing parties candidates running for selectman/mayor at that those candidates personal homes.
It was all done in fun , with good candor as a prank.

Dumb kids doing dumb things for laughs. They need to be taught a lesson, sure, but let’s not screw up their future over a dumb stunt. Some misdemeanor charges, a night or two in jail and some long hard hours of community service. Nothing that’s gonna stick with them for decades. Man if I got caught doing half the stuff I did as a dumb teenager I’d still be paying for it, and any one of you who says different is a liar. Too many people have their lives ruined over dumb teenager stunts. It’s scientifically proven that teenagers brains don’t work right, so we shouldn’t ruin a life over dumb teenager things.

I lean towards #1 and #5 but agree somewhat with Bob, there has to be some consequences, taking the signs is stealing. Charges may be too severe. If it's their first round, acknowledge and take responsibility and show remorse and have parents who are on board, pre charge diversion with community service and letters of apology fits the crime.

Admit their wrong doing. Correct their wrong, return the signs to owners and apologize. Then a little Community Service, maybe at the local church, fire house or VFW. Leaves usually need raking this time of year. Probably get served cookies and some juice or milk and the neighbors will let them know they don't have to get in trouble to rake their leaves next year... lol
Let's go Brandon!

#1, kids being kids. BUT that doesn't exempt from consequences. It's discipline in the little things that prevents the big things. Every screw-up is a teaching opportunity.
"The rod and rebuke give wisdom, But a child left to himself brings shame to his mother." -Proverbs 29:15
