But, if he has a signed statement for every purchase he has made, he can demonstrate that he knows where every piece of fur came from. If they force him to break it down to each individual piece of fur, that will significantly increase his cost of doing business.

I believe it is more of a feel good thing than a requirement to track each individual pelt back to the producer.

GFW is a well managed international business. The signatures of the trapper or fur harvester lowers their risk and puts the burden of proof on those that sign. They have all the computer data for years on their customers. This practice also gives them better PR selling and marketing into the countries that have more regulations and restrictions.
