Use 330's submerged in deep channels,feedholes,den entrance etc.

Bottom edge sets are a good set for otter and you also will take some beaver in them. I like to use a KB stabilizer and often set in moderate to strong surface current.
If you find an otter toilet a bottom edge set upstream and downstream within 6 to 10 feet with a dive stick shoved into the bank at water surface level will take them also. The nice thing about bottom edge sets is they are not subject to the rising and falling water levels.

Then you can set whatever you want in good conscience This is how I start, explaining that timber loss is future income lost and I can help both landowners prevent that....but need some help for a few days, keeping dogs home. If that doesn’t work then I’ve used blind sets at slides I made. Also blind foothold set at crossovers STAKED to stay in very shallow water. The more I think bout it. If the dog owner does not help, I’d go elsewhere. Urging neighbor A to talk to neighbor B to reconsider.

#2 foothold in front of a dirt hole with widowmaker down the hole. After the neighbor learns to keep his mutts at home set whatever you want for the beaver. I'd set for beaver or otter the same way I would everywhere. Right after telling the Neighbor I would be trapping. Call the DNR too. Don't you have dog laws there?

I have a neighbor where I trap...Tell him every year when and where I set... Sometimes he listens sometimes he doesn't.. But I am right... Make sure you are legal and set.. If he he is a jerk.. then video the conversation on you phone..

I would inform the neighbor that I am trapping there but still use submerged sets with the bodygrippers to avoid any conflicts with any dogs which might get loose or might come from other properties. Submerged sets in those situations can be the most effective sets anyway. If you catch a dog no matter what the situation it will still be a black eye for trapping even though you were in the right to set there.
