It looks like you have a spineless State Senate and House of Representatives. Aren’t they both controlled by the Republicans.

They are very spineless. Reps controlled both houses a few years ago when the huge gas tax increase was made. They just didn't want to figure out how to pay for roads and bridge maintenance without having to cut pet programs. So they passed it on to the citzens via another tax.

we might have the best roads in the country if they could quit robbing the fuel tax fund

it used to increase by a penny a gallon every year

The problem with them trying to pass things is Wolf keeps vetoing them, and they don't have the votes to overturn the veto.

This is from Republican Kim Ward........

Just want to set the record straight between what is being thrown around on social media and some talk shows, and what the actual facts are.
1 - SPECIAL SESSION - The only way the legislature can go back into session is if the Governor calls for the special session, and he said he will not do that. If he would do that then he could compel the Secretary of State to present us with our certifications so that we could be sworn in. The PA Constitution states that the new terms for legislators start December 1. It also says that the first time we meet is the first Tuesday in January. To complicate the issue further, the law says that the Secretary of State is to present our certificates on the first Tuesday in January. We can't be sworn in without the certification. So that means that right now every legislator, including me, who stood for election this year is not sworn in and seated. We must be sworn in to vote. That is one of the legislative fixes on the agenda. This would likely not be an issue if we had a Republican governor, but we don't. We are bound by the PA Constitution.
2 - EVIDENCE OF FRAUD - I absolutely believe there is some fraud, but it's a case for the courts and law enforcement at this juncture. The Republican State Senate and House sent to the US Attorney General, the testimony from Senator Doug Mastriano's Hearing along with the information concerning the truck driver who says he drove ballots from NY to Lancaster County (and the next day the trailer containing such was gone). That driver has signed an affidavit and that affidavit is part of the lawsuit brought by the Thomas More Society. This witness could go to jail if he is not being truthful because his signed affidavit is part of a suit filed in the courts. During the hearing in Gettysburg Mayor Guiliani presented witnesses who signed affidavits but for some reason his team never entered any of those affidavits into any of their lawsuits. So essentially they have no legal standing if they aren't submitted. I'm not even sure if those affidavits are notarized, I'm assuming yes but didn't get the opportunity to see them. But if they are not, they are moot. This is the same reason why very conservative Republican Federal Judge Matthew Brann threw the case out last week, and admonished the team - they did not present evidence. Again, the Republican House and Senate did forward all of those documents earlier this week to the US Attorney General's office when we learned that none of the affidavits had been submitted by the legal team.
3 - SEATING ELECTORS - That PA legislators can determine the manner in which electors are chosen is true, but not possible AFTER an election has occurred. Imagine if you will that anytime either party holds both houses, those bodies can just decide they don't like the election results or just even make up a reason, so they choose their own slate of electors and throw out everyone's vote. That doesn't even make sense. If that is the case why even hold an election? Again, we are abiding by the Constitution.
4 - ACT 77 - The mail in ballots in PA should have been a clean operation being they were intended to be "no excuse Absentee ballots" and had to be applied for, as opposed to Nevada and other states that just mass mailed them out. But, because the Governor has Pennsylvania under a state of emergency and can put in mandates, etc., he and the PA Secretary of State decided that drop boxes, accepting ballots after 8:00 PM on election day, and the most egregious - that signatures don't need to match - should be permitted. These unconstitutional measures taken by the Wolf administration were backstopped by our very politically motivated majority in the PA Supreme Court. Our PA Constitution states that the LEGISLATURE determines election law, but the PA Supreme Court has proven over and over that they couldn't care less about the PA Constitution, but instead care more about politics and what benefits their favored party. Our PA State Supreme Court is closer to being an appendage of the Democrat party than an actual Court of Law. The Wall Street Journal did an editorial about how they operate last weekend. It's a national embarrassment. So, in a nutshell, drop boxes, late ballots and not matching signatures were never part of the mail in ballot legislation. Gov. Wolf, Secretary Boockvar, and the political activists that hold the Majority in our PA Supreme Court perverted this legislation in an attempt to help their party.
