Not sure about a new shotgun of any make, model or price in the U.S. being a safety hazard for the person shooting it as long as the manual is being followed. Sure there are lemons in anything that is mass produced from vehicles, guns,toasters, ex.. pretty strict regulations here, maybe Canada doesn't have as strict of regulations that we have here, i don't know.
