I bought some .17 rem. Brass from a guy and it is .223 necked down to .17. Is this stuff safe to load and shoot in a .17 rem?

Should be , if I'm correct a .17 rem uses a .223 as a parent case so you can just neck down .223 to .17 instead of buying a bunch of special brass

I formed on out of .223 brass it’s about 40 thousand short in the neck but it measures correctly at the shoulder.I’m doing a build on a savage axis and it looks like I’ll have to try and fire one as I can’t even find a single piece of used brass.

I would chamber each empty piece before loading to make sure they all chamber without problem.

Think what you have is called the 17 predator, think its too short for a 17 rem. 17, 222 rem. mag, and the 204 are the same basic cases. let me check some drawings.
edited to add:
It will work, will end up about .040 short. may have to turn the necks depending on your rifle.

That will get you a 17/223 not a 17 rem

It is based on the .223 Remington case necked down to .172 in (4.37 mm), with the shoulder moved back.[
